Introduction

This is the Commission for Integrated Transport's (CfIT) second assessment report on progress towards delivering the 10 Year Transport Plan objectives. More importantly it also looks forward to the review and roll forward of the plan that the Department for Transport (DfT) is undertaking, to address the key issues that the Commission feels need to be resolved.

The context for the review was set out clearly in the Government's 10 Year Plan progress report, published last December. Growth in demand has been far stronger than has been anticipated, and coupled with the fact that economic growth is forecast to remain high over the plan period, future levels of congestion are likely to be higher than anticipated.

It has become clear that delivering enhanced capacity (particularly for rail) will be considerably more expensive and time consuming than envisaged, while the relative price differential between private and public transport costs has risen far more quickly than forecast by the 10 Year Plan.

The structure of Government has also changed significantly since the plan was published; DETR has been broken up and its responsibilities split between several departments, primarily the Department for Transport (DfT), the Office of the Deputy Prime Minister (ODPM) and the Department for the Environment, Food and Rural Affairs (DEFRA).

Given these changes, the Government is quite correct, in CfIT's view, to review the 10 Year Plan: this report focuses on the key issues to be addressed.
