3. Final report
3.1. Although 44 lorries have been introduced, we still have a commitment to produce a final report reporting on how far our recommendations have been met.
3.2. We have also taken the opportunity to look at rail freight measures in the light of the 2001 Budget's support for the road haulage industry and the likely impact that might have on the position of rail in the freight marketplace.
3.3. This report reaches conclusions on whether more still needs to be done to safeguard the position of rail freight.
3.4. This report is based on the CfIT Research Report "Rail freight: delivering for growth", which was undertaken by SKM. This looks more broadly at the prospects for rail freight after the introduction of 44 tonne lorries, changes in goods vehicle excise and fuel duties, reductions in rail freight track access charges and the Hatfield derailment..
