Context

This note provides a brief overview of progress on the Multi-Modal Studies (MMS) taken primarily from published sources. The primary conclusion is that the balance between proposals for highways expenditure and public transport expenditure is weighted in favour of public transport. However, there are some concerns about the feasibility of rail schemes in terms of strict value for money grounds, and of the revenue support needs for other public transport schemes.

Proposals for charging do not appear to be consistent between studies, some regarding charging as an essential precursor to increased highway capacity, others implying that it will not be needed in the near future.

Proposals with regard to freight, and local or 'soft' measures are less clear than those relating to major infrastructure for passenger transport.

CfIT is asked to judge:

(1) Whether these findings are consistent with the expectations of the MMS programme?

(2) Whether a more consistent approach to charging should be taken? and

(3) Whether a more detailed exploration of the outcomes of the MMS would be worthwhile?
